I need to now if the ASRock Fatality 990FX motherboard will run this CPU with a corsair H100i.

AMD FX-9590 is a Socket AM3+ chip and the board does support Socket AM3+ processors. I don't see any reason why it would not.
I would be more worried about the ram, it is a very short compatibility list.

32gb Kingston Hyper X RAM
My CPU has no problems with the motherboard but I have just tried to upgrade the RAM with a second pair of Kingston Hyper X 8gb sticks which match my first pair. The system will work with either pair in 16gb mode and will work with one of either pair in 16gb mode but not with all 4 sticks. Dead computer with power but no boot.  |

Have you tried to boot up with just 2 sticks in the alternate slots? If it boots it should prove all 4 slots are good on the board. Some boards can only use the primary slots but its worth a try.

Have tried all 4 sticks in all slots but they will only work in 16gb no matter which sticks are used or which slots.

I understand it does not work with all 4 slots occupied, but you have not confirmed that 2 sticks only will work in either primary or alternate slots.
If you are saying both work, boot with only two and try boosting the dimm voltage setting, try again with all 4.

You are a wizard. I raised the RAM voltage by .05V and lo and behold it picked up all 4 sticks for 32GB. If you were here I would shout you a beer.
