asrock 990fx need help!!

Hi all sorry im new to this so hope im in the right forum :)
We just went up and brought a new asrock 990fx killer motherboard and an 8core amd cpu and ripjaw 8gig ram and a new case.
We installed it all and booted it up and loaded windows but we are getting hard shut downs from windows? it can sit in bios without issues but while in windows it randomly just turns off with no warning or errors?
Only things we used from the old computer was a intel 120g solid state and the 650watt psu and the video card which is a nvidia gt650 which is to be replaced soon but it was fine in the other computer.
also after it shuts down when we push the power button the fans etc start but nothing loads not even the bios option? we have to power off the psu for a few seconds then power on then restart then it loads again?
Any help on this issue would be very helpfull :) as we have tried a few things and checked everything is seated correctly etc but still no luck.

Did you check the temperatures registered for the processor?
If it is beyond the, it might be your heatsink is not mounted properly.
