Rebuild with ASRock P45DE board

I just bought a refurb ASRock P45DE board to resurrect an old dead PC for kids, the machine powers on for a few seconds, then restarts..no display displays on monitor, running this board with a MSI N250GTS Twin Frozr 1G OC GPU card and 500 watt PS. any suggestions on getting it to boot to OS install or at least to setup mode (Bios)?
