7 VJL: CPU Ratio change with locked CPU???

As far as I thought there is no possibility to change the CPU Ratio when having a locked CPU!

Why does my BIOS gives me this opinion also when my CPU is locked?

Also when I try to set my ATHLON to 166 MHz @ Ratio my monitor will be black!

Would not this happen, with an unlocked CPU?
